Appropriates $500,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for grants to the Central Arkansas Planning and Development District.

Funds designated for youth entrepreneur centers serving first-class cities with underserved populations, covering construction, equipping, land acquisition, major maintenance, materials, equipment purchases, and facility development.

Allows agencies to supplement state funds with grants, donations, and federal funds, but prohibits use of existing Maintenance and General Operations appropriations for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.
