Appropriates $2,000,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for grants providing mental health and drug and alcohol treatment services to eligible non-profit entities.

Exempts the appropriation from restrictions applicable to other programs currently administered and allows new rules and regulations to be adopted to carry out the General Assembly's intent.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows recipient institutions to supplement with grants, donations, Federal funds, or unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless specifically provided otherwise by law.

Declares an emergency effective July 1, 2013, finding that delayed implementation would cause irreparable harm to essential governmental programs.
