Appropriates $50,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for grants to the Arkansas Hunger Relief Alliance to support hunger relief efforts throughout the state.

Requires the agency director to notify the Speaker of the House of Representatives at least 30 days prior to distributing any funds, including the name, address, and distribution amount for each recipient.

Prohibits contracts or obligations from exceeding available State Treasury funds, though agencies may supplement with grants, donations, Federal funds, or unobligated cash income.

Mandates strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws in disbursement of appropriated funds.

Declares an emergency effective July 1, 2013, citing constitutional restrictions on appropriations and the essential nature of the funds for agency operations.
