Appropriates $30,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for senior citizen center grants.

Funds may be used for construction, renovation, personal services, operating expenses, equipment purchase, and major maintenance of Senior Citizen Centers.

Authorizes the department to adopt new rules and regulations to carry out the intent of the appropriations without restriction by requirements applicable to other programs.

Permits institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs.

Establishes an effective date of July 1, 2013 and declares an emergency clause to ensure immediate implementation for essential governmental operations.
