Appropriates $50,000 to the Department of Parks and Tourism from the General Improvement Fund for land acquisition, construction, and operating expenses for monuments.

Prohibits contracts or obligations in excess of available State Treasury funds unless supplemented by grants, donations, Federal funds, or the agency's unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Establishes that funds must be disbursed in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2013, citing the constitutional prohibition on appropriations exceeding one year and the essential need for immediate agency operation.
