Defines "knife" as a cutting instrument with a sharpened or pointed blade and "political subdivision" to include counties, cities, towns, municipal corporations, special districts, and local agencies

Prohibits political subdivisions from enacting ordinances, rules, or taxes regulating the transportation, possession, carrying, sale, transfer, purchase, gift, devise, licensing, registration, or use of knives or knife components

Prevents political subdivisions from enacting knife manufacturing rules or ordinances that are more restrictive than rules for other commercial goods

Voids and repeals all existing political subdivision rules or ordinances relating to knives, whether enacted before or after this act's effective date
