Appropriates $480,000 from the General Improvement Fund to the University of Arkansas at Pine Bluff for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources for the Sweet Potato Curing Facility.

Appropriates $283,500 from the General Improvement Fund for operating expenses, construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources for the Agriculture Demonstration and Outreach Center.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the university to supplement with grants, donations, federal funds, and unobligated cash income.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Declares an emergency effective July 1, 2013, citing the constitutional one-year appropriation limit and the need for immediate fund availability for essential university operations.
