Appropriates $500,000 from the General Improvement Fund to the Economic Development Commission for capital improvement projects.

Funds may be used for grants to highways, cities, counties, planning districts, and other eligible entities for land acquisition, construction, renovation, equipment purchase, industrial site development, intermodal facilities, rail spur construction, environmental mitigation, and water and sewer system improvements.

Prohibits restrictions on appropriations based on requirements applicable to other programs; allows adoption of new rules and regulations to carry out the General Assembly's intent.

Requires compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws unless specifically provided otherwise.

Declares an emergency effective July 1, 2013, stating the appropriation is limited to a one-year period and necessary for immediate agency operations.
