AR HB1672

Requires that any denial of all or part of a dental claim based on medical necessity be made by a dentist licensed in the United States who graduated from a Commission on Dental Accreditation accredited program.

Defines "insurer" to include insurance companies, health maintenance organizations, hospital and medical service corporations, self-insured health plans for governmental employees providing dental benefits, and outside review entities contracting with such organizations.

Mandates that insurers provide treating dentists, upon request, with written communication containing the reviewing dentist's name, state of licensure, license number, and direct telephone number.

Declares an emergency exists due to lack of standards governing dental claim denials, citing danger to public health and safety of Arkansans needing dental services.

Effective immediately upon Governor's approval, or if neither approved nor vetoed within the veto period, or upon veto override by the legislature.
