Appropriates $10,000,000 in federal funds to the Department of Human Services - Division of Medical Services for personal services and operating expenses for Medicaid during fiscal year 2013-2014.

Requires all fund disbursement to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and Department of Finance and Administration regulations.

Establishes legislative intent that funds be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget manuals and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2013, citing constitutional restrictions on appropriations and the essential need for continuous agency operations and governmental programs.
