Creates new criminal offense under Arkansas Code § 7-1-103(a)(9) prohibiting reckless operation of sound amplification devices while making political speeches or electioneering within 1,000 feet of a polling place where voting is taking place

Amends Arkansas Code § 7-6-105 to clarify that lawful candidates may operate acoustical or sound equipment between 8:00 a.m. and 9:00 p.m. unless operating within 1,000 feet of a polling place during voting

Establishes that interfering with a candidate's right to operate sound equipment pursuant to the allowed parameters is a Class B misdemeanor offense

Restructures penalty provisions to separate the prohibition on interference (subsection b(1)) from the sentencing provision (subsection b(2))
