Creates the "Sewer Utility Collection Act" as a new subchapter of Arkansas Code Title 14, Chapter 234, to establish a mechanism for sewer utilities to collect unpaid bills when they do not control customers' water service.

Allows sewer utilities to request notification from water utilities of customer information changes, including billing address changes and new/disconnected service, with responses required within 15 days.

Authorizes water utilities to terminate water service to customers who owe sewer bills more than 25 days past the due date, provided the sewer utility sends written notice via U.S. Postal Service at least 15 days before termination.

Requires sewer utilities to promptly notify water utilities to reconnect service upon receipt of full payment for outstanding sewer bills and late fees.

Allows water utilities to charge customers a reconnection fee but prohibits them from charging sewer utilities termination or reconnection fees, and provides liability protection for good faith compliance with the law.
