Creates special motorcycle license plates for eligible Veterans of Foreign Wars members and affiliated organizations, with the Department of Finance and Administration authorized to issue and design the plates in consultation with the Department of Arkansas Veterans of Foreign Wars.

VFW members (primary organization) pay a $1.00 fee for motorcycle plates and a $10.00 fundraising fee plus standard vehicle licensing fees for regular special plates, while auxiliary members pay only standard licensing fees for motorcycles and $10.00 fundraising plus vehicle fees for regular plates.

Regular special license plates for VFW members cost $10.00 fundraising fee plus up to $1.00 annual administrative fee for the first plate, with additional plates available for $10.00 fundraising fee plus standard vehicle licensing fees.

Permanent conflict veteran decals are available to replace the "Natural State" legend on plates for applicants who qualify under existing conflict veteran provisions.

All $10.00 fundraising fees collected are remitted monthly to The Nick Bacon VFW Special Veterans Scholarship Fund, effective January 1, 2014.
