Increases the maximum fee for temporary preprinted paper buyer's tags from $2.50 to $4.00 per tag, with the first $3.00 credited to general revenues and amounts exceeding $3.00 deposited to offset administrative costs in the Department of Finance and Administration Revenue Services Division.

Clarifies that buyers must obtain temporary tags within ten (10) calendar days of purchase from an approved vendor or the Office of Motor Vehicle, with penalties for failure to comply.

Establishes procedures for dealers to issue additional temporary tags if vehicle registration is extended, and requires documentation to be retained and provided to the Office of Motor Vehicle for entry into a vehicle temporary tag database.

Authorizes the director to suspend a dealer's authority to issue temporary tags for six months on first offense or one year on second offense, and to terminate authority on third or subsequent offenses for misusing tags or issuing multiple tags for the same vehicle.

Declares the act an emergency measure to ensure motor vehicles are properly tagged after purchase, making it effective immediately upon the Governor's approval or signature.
