Amends Arkansas Code § 16-17-108 to establish and modify salary ranges for district court judges, clerks, and other personnel across 97 Arkansas district courts, effective January 1, 2012

Increases minimum and maximum salaries for numerous district court positions, including judges receiving raises in counties such as Arkansas, Ashley, Conway, Drew, Fayetteville, Lee, and Little River

Specifies salary payment arrangements, including split funding between cities and counties (often 50/50 or other percentages) and procedures for salary determination by local governing bodies

Allows district court judges in Washington County (Elkins, Fayetteville, Prairie Grove, Springdale, and West Fork) to perform additional judicial functions with approval, including pretrial hearings and warrant issuance

Clarifies that local salary supplements paid under § 16-17-115(c) shall not be counted when calculating district court salaries established in this section
