Repeals Arkansas Code Title 23, Chapter 38 (Building and Loan Association Act), which is regulated under Chapter 37, removing obsolete laws governing savings and loan associations.

Amends Arkansas Code § 23-37-208(a) to remove reference to the repealed Building and Loan Association Act in describing the Securities Commissioner's investigatory powers.

Amends definitions in Arkansas Code §§ 26-26-1502(4) and 26-50-101(a)(4) to remove references to the repealed Chapter 38 provisions regarding savings and loan associations.
