Repeals Arkansas Code § 22-4-111 requiring the State Parks, Recreation, and Travel Commission to submit annual reports to the Governor because this information is now submitted with the agency's annual budget request.

Amends Arkansas Code § 22-5-307(a) to remove references to agricultural settlement allocation of state lands, as no more agricultural land is owned by the state.

Repeals Arkansas Code §§ 22-5-308 through 22-5-311 concerning agricultural land disposition, donation, sale to adjoining landowners, and development because the state no longer owns agricultural land subject to these statutes.

Repeals Arkansas Code § 22-6-114 requiring the Commissioner of State Lands to provide county clerks with annual lists of sold state lands because this information is no longer provided in this manner.

Provides that acts passed during the Eighty-Ninth General Assembly regular session retain full force and effect and supersede conflicting provisions in this act.
