Repeals Arkansas Code § 17-37-106 regarding prior rules and regulations of the State Plant Board made under Acts 1965, No. 111, as its applicability has ended.

Repeals Arkansas Code § 17-42-410 concerning real estate law violations occurring before August 1, 1997, which established a ten thousand dollar ($10,000) limit for those prior violations.

Repeals Arkansas Code § 17-102-302 regarding grandfather provisions for acupuncturists certified or practicing in Arkansas as of December 31, 1996, which allowed licensing without examination or on a provisional basis.

Repeals Arkansas Code § 17-107-311 regarding grandfather provisions for orthotists, prosthetists, and pedorthists that expired December 31, 2007, which allowed the Arkansas Orthotics, Prosthetics, and Pedorthics Advisory Board to issue licenses based on work experience rather than standard requirements.

Preserves all acts passed at the regular session of the Eighty-Ninth General Assembly, allowing those acts to amend or repeal provisions of this bill if they intentionally conflict with it.
