Repeals obsolete statutes in Arkansas Code Title 16 that have been superseded by Amendment 80 of the Arkansas Constitution and the Court Rules, including the Uniform Rules of Evidence (Chapter 41), jury commissioner provisions (§ 16-32-102), and outdated civil procedure statutes.

Amends multiple statutes in Title 4, 15, 16, 18, 20, and 28 to replace references to repealed provisions with references to current Arkansas Rules of Civil Procedure and the Arkansas Uniform Rules of Evidence.

Repeals extensive provisions regarding appeals to circuit and Supreme Courts (Title 16, Chapters 67, Subchapters 2-3) that have been superseded by Amendment 80, the Rules of Appellate Procedure, and Supreme Court Rules.

Repeals outdated evidence provisions related to statute books, public documents, and certified copies (§§ 16-46-201 through 16-46-212) that are now covered by Rule 902 of the Arkansas Rules of Evidence.

Repeals numerous civil procedure statutes regarding service of process, parties to actions, pleadings, trial procedures, and issues that have been superseded by Amendment 80 and the Arkansas Rules of Civil Procedure.
