Repeals Arkansas Code § 14-21-107 regarding transfer of unexpended bond redemption fund balances from repealed constitutional amendments authorizing county courthouse and jail bonds.

Repeals Arkansas Code § 14-54-801 authorizing cities of the first class to establish and maintain nurses' training schools in connection with city hospitals.

Repeals Arkansas Code § 14-54-1401 authorizing municipal corporations to license and regulate amusement places including billiard halls, pool rooms, and bowling alleys.

Repeals Arkansas Code § 14-54-1403, § 14-54-1404, and § 14-54-1405 regarding municipal authority to regulate carriages for hire, livery stables, and public exhibitions and shows.

Clarifies that enactment of this act does not repeal acts from the Eighty-Ninth General Assembly regular session, which retain full force and effect if they conflict with this act.
