Amends Arkansas Code § 12-27-105(b)(11) to modernize terminology by changing "may" to "to" regarding the Board of Corrections' discretion to close penal institutions or prison farms.

Amends Arkansas Code § 12-30-203 to modernize language by changing "is authorized to" to "may" regarding the Board of Corrections' authority to purchase equipment and establish prison industries.

Amends Arkansas Code § 12-30-308(b) to modernize terminology, including changing "convicts" to "inmates" and revising language regarding the board's discretion to rent or lease additional lands for crop cultivation.

Clarifies that the act does not repeal other acts passed during the 89th General Assembly regular session, with those acts taking precedence if they conflict with this bill's provisions.
