Repeal Arkansas Code § 8-1-205 authorizing the Department of Environmental Quality to implement recommendations from the nonexistent Mercury Task Force.

Repeal Arkansas Code § 8-6-717 requirements for regional solid waste management plans, replacing them with requirements under Arkansas Code § 8-6-1904.

Amend Arkansas Code § 8-6-1904(b) to clarify that new regional solid waste management plans developed by boards shall replace any existing plans previously developed under § 8-6-717.

Confirm that enactment of this act does not repeal other acts passed during the 89th General Assembly regular session, and that conflicting acts shall have effect as subsequent amendments.
