• Amends Arkansas Code § 6-1-101 to consolidate audit provisions for publicly funded educational institutions, allowing audits by the Division of Legislative Audit or other independent licensed accountants.

• Repeals obsolete language and entire subchapters no longer applicable, including the Arkansas Leadership Institute for Teachers of the Delta (§ 6-1-201 through 6-1-202), county boards of education implementation provisions (§ 6-12-112, 6-12-114, 6-12-115, 6-12-116), and expired school board governance provisions (§ 6-13-604, 6-13-606).

• Removes references to school districts naming conventions and consolidates school district board of directors size requirements into § 6-13-634, eliminating duplicative provisions about increasing or decreasing board member numbers.

• Repeals inactive commissions and task forces: the Education Standards Commission (§ 6-15-1201), Arkansas Teachers' Salaries Study Commission (§ 6-17-806), Task Force on Medically Fragile Students (§ 6-41-501 through 6-41-504), and Arkansas Safe Campus Task Force (§ 6-60-103).

• Amends school uniform policy provisions (§ 6-18-102) to remove expired election requirements from the year 2000 while maintaining current authorization for districts to adopt uniform policies, and repeals the Family Resource Centers Act (§ 6-18-1401 through 6-18-1409) and duplicate college savings bond regulations (§ 6-62-727).
