Defines "precinct" as a geographical area established by county election boards to facilitate voting by registered voters in that area.

Limits election precincts to a maximum of 3,000 registered voters and requires county boards to redistrict precincts at least 120 days before an election if this threshold is exceeded.

Increases the notice period for altering precinct boundaries or creating new precincts from 30 days to 60 days before an election, except in emergencies requiring unanimous board vote.

Requires precinct boundary changes to be documented with written descriptions, printed maps, and digital maps in a format prescribed by the Arkansas Geographic Information Office, and submitted to the Secretary of State and other state agencies within 30 days.

Authorizes the Secretary of State to assign unique alphanumeric designations to each precinct statewide and create and display a precinct map on the Secretary of State's website.

Requires county boards to report early votes and absentee ballot vote counts by precinct to the Secretary of State within 30 minutes after polls close, with election results withheld until after polls close.
