Modifies Arkansas Code § 14-56-413 to clarify that municipal territorial jurisdiction shall not exceed limits stated in the statute, rather than defaulting to five (5) miles from corporate limits.

Changes the population threshold for mid-sized cities with zoning authority from 50,000 to 60,000 population, establishing a two (2) mile jurisdictional area beyond corporate limits for cities between 60,000 and 150,000 population.

Requires city population calculations to be based on the most recent federal decennial census data instead of the latest available United States census data.

Maintains restrictions on cities with 8,000 or fewer persons, limiting their jurisdictional area to one (1) mile beyond corporate limits and prohibiting zoning authority outside corporate limits.

Preserves existing zoning authority for cities with 8,000 or more population situated on navigable streams, subject to the territorial limits established by population category.
