Amends Arkansas Code § 27-101-207(b)(1)(A) to allow failure to present proof of liability insurance for motorboats or personal watercraft involved in accidents to create a rebuttable presumption of being uninsured.

Defines "proof of insurance" to include policy declaration pages or other documentation in acceptable electronic format, which can be conveniently carried in the motorboat or personal watercraft.

Defines "acceptable electronic format" as an electronic image on a person's cellular phone or portable electronic device that displays all policy information as clearly as paper documentation.

Specifies that electronic proof of insurance presentment does not authorize searches of other electronic device content without a search warrant or probable cause, and does not expand or restrict law enforcement authority.

Applies the same electronic proof of insurance provisions to motorboat registration and numbering requirements under Arkansas Code § 27-101-304(b) and (c).
