Establishes a special license plate designed by the Arkansas State CASA Association to support the Arkansas Court Appointed Special Advocates program, with design approval required from the Director of the Department of Finance and Administration.

Requires a $25.00 design-use contribution and $10.00 handling and administrative fee in addition to standard vehicle registration fees; the $25.00 contribution is remitted monthly to the Arkansas Court Appointed Special Advocates Program Fund.

Creates the Arkansas Court Appointed Special Advocates Program Fund as a special revenue fund to be used for providing program support to local offices of the Court Appointed Special Advocates program.

The $10.00 handling and administrative fee is deposited into the State Central Services Fund for the Revenue Division of the Department of Finance and Administration as supplemental funding but is not counted as direct revenue.

The act becomes effective on January 1, 2014.
