AR HB1786

Prohibits board members of state boards, commissions, or state-funded entities from participating in, voting on, or influencing official decisions when they have a pecuniary interest in the matter under consideration.

Allows participation if the only pecuniary interest is incidental to the member's position or accrues to them as a member of a profession, occupation, or large class to no greater extent than other members of that class.

Defines "pecuniary interest" to include direct financial interests, interests in related businesses or organizations, prospective employment negotiations, positions on governing bodies of interested entities, and compensation received within the preceding two years.

Prohibits affiliated members from participating in discussions or votes on rules or regulations that exclusively benefit them personally.

Requires affiliated members to promptly file a written statement of disqualification and withdraw from further participation upon discovering a conflict of interest.
