Creates an automated program by July 1, 2016 (contingent on funding and appropriations) to consolidate the Child Maltreatment Central Registry, Adult and Long-term Care Facility Resident Maltreatment Central Registry, and Certified Nursing Assistant/Employment Clearance Registry into a single web-based system

Allows entities and persons required to conduct registry checks to access all three registries through one unified web-based process instead of separate systems

Requires standardization of all forms authorizing release of confidential information across the three registries to streamline the request process

Directs the Department of Human Services to establish a public timeline for full implementation no later than July 1, 2014

Declares an emergency effective July 1, 2013, based on findings that current registry check processes do not provide timely access to information needed to protect vulnerable citizens
