Amends Arkansas Code § 9-20-103 to clarify that adults with a Social Security representative payee are presumed to be impaired adults in relation to financial exploitation.

Defines "less-than-custody order" as an emergency court order issued by circuit court that protects an endangered or impaired adult without giving the Department of Human Services custody.

Authorizes less-than-custody orders to include specific safeguards such as prohibiting contact between the adult and legal custodians, restricting access to the adult's funds or assets, or requiring the adult to accept court-directed services.

Amends Arkansas Code § 9-20-115 to allow probate courts to issue ex parte less-than-custody orders as an alternative to emergency custody orders when immediate action is necessary to protect endangered or impaired adults from maltreatment.

Maintains the 72-hour timeframe for the Department of Human Services to obtain emergency custody orders on maltreated adults, with extension through the next business day if the deadline falls on a weekend or holiday.
