Allows school boards to approve contracts with board members or their families in unusual and limited circumstances with written resolution disclosing reasons, restrictions, and how the contract benefits the entity.

Requires commissioner review and approval for contracts totaling $5,000 or more annually between school entities and board members, administrators, or their families, with 20-day decision deadline.

Extends employment contract approval exceptions to administrators and employees, allowing board approval in unusual and limited circumstances with similar disclosure and commissioner review requirements for contracts of $5,000 or more.

Establishes that providing false or incomplete information in contract requests constitutes a breach of ethical standards for board members, administrators, and employees.
