Amends Arkansas Code § 17-19-111 to establish a $10 nonrefundable fee per bail bond collected by professional bail bond companies, county sheriffs, jail keepers, and other authorized bond takers.

Requires quarterly collection and reporting of fees to a Bail Bondsman Board Fund (replacing the State Insurance Department Trust Fund) within 15 calendar days after each quarter ends.

Implements a $15 paper-processing charge per bail bond to cover reporting costs and administrative expenses.

Directs collected fees and penalties to support the Professional Bail Bond Company and Professional Bail Bondsman Licensing Board, with remainder going to the Domestic Peace Fund administered by the Arkansas Child Abuse/Rape/Domestic Violence Commission.

Establishes $100 per day penalty for companies failing to report or pay fees without an extension, and allows the Insurance Commissioner to pursue legal remedies for collection of delinquent amounts.
