AR HB1850

Increases maximum waterworks commission size from 5 to 7 members for cities of the first and second class

Allows cities of the second class to optionally create waterworks commissions (previously required only for cities of the first class)

Establishes staggered terms of 2, 3, 4, 5, 6, 7, and 8 years for initial appointments to a seven-member commission to ensure no two terms expire in the same calendar year

Changes city council authority regarding commissioner salaries from "shall have authority to" to "may fix and prescribe" salaries

Clarifies vacancy-filling procedures to specify that remaining commissioners appoint replacement members subject to two-thirds city council approval
