Creates a "Fallen Law Enforcement Officers' Beneficiary Fund" to be administered by the Arkansas Commission on Law Enforcement Standards and Training to provide support and assistance to beneficiaries of fallen law enforcement officers.

Authorizes issuance of a "Certified Law Enforcement Officer" special license plate available to certified law enforcement officers, retired officers, prosecuting attorneys, deputy prosecuting attorneys, and Department of Correction/Community Correction officers, with a $25.00 annual fee split 75% to the Law Enforcement Training Academy Cash Fund and 25% to the Fallen Law Enforcement Officers' Beneficiary Fund.

Authorizes issuance of a "Support Law Enforcement" special license plate with a $25.00 design-use contribution split 75% to the Law Enforcement Training Academy Cash Fund and 25% to the Fallen Law Enforcement Officers' Beneficiary Fund, plus a $10.00 handling and administrative fee.

Authorizes issuance of an "Arkansas Sheriffs' Association" special license plate with a $25.00 design-use contribution split 75% to the Arkansas Sheriffs' Association and 25% to the Fallen Law Enforcement Officers' Beneficiary Fund, plus a $10.00 handling and administrative fee.

Effective January 1, 2014.
