State agencies must conduct a public hearing to review each adopted rule once every ten years after the rule's adoption

Review hearings must be open to the public, held after notice publication under § 25-15-219, and allow for public comment

Agencies must consider seven factors during the review hearing: relevant state and federal laws, whether the problem the rule addresses still exists, implementation costs and less expensive alternatives, whether other rules address the same problem, benefits or detriments to the community and private business, reasonable alternatives to the rule, and any other relevant factors

After the public hearing, agencies may repeal the rule, amend the rule, leave it unchanged, or adopt a new rule under existing procedures
