Amends Arkansas Code Title 6, Chapter 17 to establish the Arkansas Teacher Preparation Program Quality Act of 2013 to evaluate teacher preparation programs using measurable data

Requires the Department of Education to prepare annual reports beginning July 1, 2014 measuring effectiveness of all state teacher preparation programs using data from teachers in their first five years of placement

Reports must analyze correlations between teacher preparation programs and student academic achievement, student academic growth, student demographics, teacher placement, teacher mobility, and teacher retention

Department of Education shall collaborate with teacher education program providers and Department of Higher Education to publish reports publicly on the Department of Education website within 30 days of completion

State Board of Education shall establish rules implementing the reporting requirements, including which programs are included and which measurements and data analysis methods will be used for evaluation
