Amends Arkansas Code § 19-5-1228 to clarify that the Division of Aging and Adult Services' funding formula for the eight area agencies on aging shall consider geographical distribution of older individuals and those with greatest economic and social need, with particular consideration for low-income minority older individuals.

Establishes the Funding Formula Task Force to create a new funding formula for distributing funds to the eight area agencies on aging by July 1, 2014.

Task force membership consists of the Division Director, chief executives from each of the eight area agencies on aging, two members of the Governor's Advisory Council on Aging, one member of the Arkansas Silver Haired Legislators Alumni Association, and one representative from AARP.

Requires the task force to complete the funding formula with sufficient time for approval by the United States Administration for Community Living/Administration on Aging before the 2015 fiscal year.

Dissolves the task force on December 31, 2014.
