Establishes the "Team Arkansas System" to replace the "Employee Suggestion System," encouraging state employees to submit ideas for improving government economy and efficiency.

Requires employees to submit suggestions in writing to their state agency head, with eligibility limited to proposals not already under active consideration by the agency or the award board.

Creates a "Team Arkansas Award Board" composed of the Finance and Administration Director, Personnel Director (as chair), and legislative council and joint auditing committee cochairs to review and approve suggestions.

Awards monetary compensation at the greater of $100 or 10% of actual savings in the first full fiscal year after adoption, capped at $5,000 unless the General Assembly recommends a larger award by resolution.

Requires state agencies that adopt employee suggestions to report actual cost reductions, expenditure eliminations, avoidance of costs, or operational improvements within 30 days after each fiscal year when savings are realized.
