Director of the Department of Finance and Administration shall issue a special Dr. Martin Luther King, Jr. license plate designed by the Arkansas Martin Luther King, Jr. Commission and numbered consecutively.

Issuance requires payment of the standard motor vehicle registration fee, a $50.00 design-use contribution, and a $10.00 handling and administrative fee.

Monthly remittance of the $50.00 design-use contribution shall be sent to the commission for commission purposes.

The $10.00 handling and administrative fee shall be deposited into the State Central Services Fund for the Revenue Division of the Department of Finance and Administration but shall not be considered direct revenue.

Special license plates may be renewed annually or replaced following standard procedures, with renewal fees remitted monthly to the commission, effective January 1, 2014.
