Abolishes the Weatherization Assistance Program (WAP) within the Division of County Operations of the Department of Human Services and transfers all powers, duties, functions, records, property, personnel, and funds to the Arkansas Energy Office of the Arkansas Economic Development Commission via a Type 3 transfer

Requires unspent WAP funds to be transferred from the Department of Human Services to the Arkansas Economic Development Commission within thirty (30) days of the act's effective date

Mandates the Department of Human Services annually transfer 15% to 25% of the Low Income Home Energy Assistance Program allocation to the commission for use by the WAP, as allowed by federal law or regulation

Declares an emergency to ensure continuity of weatherization services to eligible recipients without delay during the program transition and to preserve the financial and comfort benefits provided to recipients

Becomes effective on July 1, 2013
