Amends Arkansas Code § 20-81-112(c)(1) to authorize the establishment of burial locations in state veterans' cemeteries for Medal of Honor recipients and certain honorably discharged service members.

Expands eligibility to include persons who enlisted or served in the U.S. Armed Forces but did not serve active duty because they were honorably discharged to perform significant civilian duties for the United States.

Permits use of existing burial space within state veterans' cemeteries for these newly eligible individuals without requiring acquisition or construction of new burial locations.

Changes regulatory language from "appropriate guidelines" to "rules" for determining burial eligibility.
