Amends Arkansas Code Title 6, Chapter 11, Subchapter 2 to add Section 6-11-209 authorizing education service cooperatives to employ truancy officers for school districts with high dropout rates.

Defines "school district with a high dropout rate" as districts with statistically significant dropout rates that feed students to regional community alternative learning environment centers and are contiguous to other qualifying districts.

Permits education service cooperatives to receive funding from local law enforcement agencies, state agencies, federal agencies, or private donations to employ truancy officers.

Establishes staffing limits of one truancy officer for districts with 1,000 or fewer students, and two truancy officers for countywide districts or those with more than 1,000 students.

Requires truancy officers to complete juvenile intake and probation officer certification training through the Administrative Office of the Courts and 12 annual hours of continuing education approved by the juvenile division judge.
