Establishes transportation funding aid through the Department of Education for school districts that transport students to regional community alternative learning environment centers serving three or more contiguous counties with high poverty rates or declining population

Allows schools to receive additional transportation funding from other state agencies, federal agencies, or private donations in addition to state aid

Permits school districts to use state categorical funding under § 6-20-2305(b)(4) to provide transportation for students attending regional community alternative learning environment centers

Finds that regional community alternative learning environment centers serve students with educational limitations and deficiencies not adequately served by resident school districts in economically disadvantaged areas

Aims to help underserved students prepare for employment or career certification while enabling them to remain in their home communities
