Establishes the Public School Student Transportation Funding Act of 2013 to replace per-student transportation funding with a standards-based formula based on school districts' historical route miles, beginning with the 2013-2014 school year.

Implements a phased transition period to minimize disruption: districts receive at least 75% of prior transportation funding in 2013-2014, 50% in 2014-2015, and 25% in 2015-2016 before moving to full formula-based funding.

Directs the Department of Education to calculate transportation funding based on actual student transportation costs using a standards-based formula expected to be 98% accurate in funding districts' costs.

Requires the State Board of Education to promulgate rules implementing the new funding system.

Declares an emergency effective July 1, 2013, to ensure school districts receive updated transportation funding for the 2013-2014 school year beginning in August 2013.
