Amends fireworks licensing application and renewal procedures under Arkansas Code § 20-22-707, including clarification that applicants must submit applications before April 1 each year to the Director of the Department of Arkansas State Police.

Establishes license validity periods: manufacturer/importer/distributor/jobber/retailer licenses effective May 1 through April 30 annually, and shooter licenses valid for 5 years from issuance date.

Sets license fee schedule: Manufacturer $1,000, Importer $750, Distributor $500, Jobber $100, Retailer $25, and Shooter $50 (waived for professional or volunteer firefighters).

Adds new licensing restrictions prohibiting importers from selling fireworks at wholesale or retail, and preventing jobbers without importer licenses from purchasing fireworks except from vendors holding both importer and distributor licenses.

Prohibits the sale and use of sky lanterns, defined as unmanned free-floating devices designed to contain an open flame, effective January 1, 2014.
