House Committee on Education and Senate Committee on Education shall conduct a study on evaluations of public school district superintendents, with assistance from the Vision 2025 Legislative Commission on the Future of Higher Education and the Arkansas Leadership Academy.

Study shall review current school district superintendent evaluation policies, national research on superintendent effectiveness, and comprehensive evaluation methods including formative assessments, summative assessments, and surveys of teachers, administrators, classified employees, students, and parents.

Study shall identify areas of superintendent performance to be evaluated including district-wide educational programs, student achievement data, policy and governance, leadership, management of fiscal and facilities functions, school board relationships, community relations, and professional development.

Study shall identify best practices for goal-setting procedures, board conferences to review assessments, written evaluation reports, evaluation instruments, performance categories, improvement plans, and training materials for school boards.

Bureau of Legislative Research shall present a written report on study findings and recommendations to the House Committee on Education and Senate Committee on Education by December 1, 2013.
