AR HB1954

Creates the "Balance of Powers Act" establishing that the Tenth Amendment reserves powers to Arkansas and its citizens, with those powers being a matter of compact as of Arkansas's admission to statehood in 1836.

Establishes a Joint Legislative Committee on Neutralization of Federal Laws consisting of 14 members (President Pro Tempore and 6 Senate members, Speaker and 6 House members) to review federal statutes, regulations, mandates, and executive orders for constitutionality.

Authorizes the committee to recommend neutralization of federal laws that exceed Article 1 enumerated powers or violate the Arkansas Constitution, with General Assembly approval by simple majority making such laws of no effect in Arkansas.

Declares that federal power to regulate interstate commerce does not include agriculture, manufacturing, mining, major crimes, or land use, and that the Necessary and Proper Clause and General Welfare Clause are limitations rather than grants of power.

Declares an emergency effective upon Governor's approval, directing certified copies be sent to the President, Congress leaders, and Arkansas Congressional delegation for entry into the Congressional Record.
