Quorum court may permit county purchases of goods or services from quorum court members, county officers, or county employees if the court determines it is in the county's best interest due to unusual circumstances.

Any ordinance permitting such purchases must specifically define the unusual circumstances under which purchases are allowed and the limitations of that authority.

Quorum court members with any interest in goods or services being considered under these procedures are prohibited from voting on the approval.

County judge must file an affidavit with the county clerk for each disbursement, including copies of the voucher and supporting documents, certifying compliance with the ordinance provisions.
