County quorum courts may pass ordinances requiring copper sellers to obtain permits from the county sheriff before selling any amount of copper to scrap metal recyclers.

Copper seller permit applications must include the applicant's name, mailing address, phone number, vehicle license plate number, driver's license number, vehicle make and model, a picture of the copper to be sold, and the intended county of sale.

Persons holding heating, ventilation, and air conditioning licenses, plumber's licenses, electrician's licenses, or general contractor's licenses are exempt from copper seller permit requirements.

Scrap metal recyclers are prohibited from purchasing more than five pounds of copper from a seller within a 24-hour period using cash transactions.

All copper transactions exceeding five pounds must be paid by check, with violations constituting a Class A misdemeanor.
