Defines "electronic poll book" as hardware, software, or a combination that allows election officials to view voter registration records and voting information during elections at early voting locations or polling sites.

Permits poll workers to use electronic poll books at polling places as an alternative to precinct voter registration lists.

Specifies electronic poll book functions including voter lookup, verification, identification, precinct assignment, ballot assignment, recording voter check-in, and redirecting voters to correct polling sites.

Requires precinct voter registration lists to contain voter name, address with zip code, date of birth, precinct number, county location, election name and date, and signature space.

Mandates a perjury warning be printed at the top of each precinct voter registration list page stating penalties of up to $10,000 fine and 10 years imprisonment for false voter registration statements.
